Retail Intelligence in Real Time: Turning Retail Crime Data into Actionable Intelligence
Real-Time Crime Centers were built to turn scattered data into decisions when seconds count yet some of the richest, most under-used streams of crime intelligence are being generated by retailers. This session pairs LPRC science with the experience of Anchorage, Alaska, Redmond, CA, and Meijer to understand the opportunities to leverage retail crime data in real-time crime centers.
We'll open with practical frameworks used by the LPRC, including the Five Zones of Influence, DIKI intelligence, and the Smart and Connected Communities models, that give RTCC leaders a shared language for retail crime. Beyond the Camera: Designing LPR Programs That Deter, Detect, and Deliver Results
This session explores how license plate readers can be designed and deployed as an intentional offender “trap” in real-world retail and commercial property environments. Drawing on GGP’s field experience and a 24-month LPRC longitudinal study of commercial properties, presenters will show how strategically placed, highly visible LPR systems can help deter vehicle-related crime, identify offenders entering a property, and support faster law enforcement response. The session will examine how GGP - the second-largest mall operator in American - builds an LPR perimeter by placing readers at both inbound and outbound lanes across property entries and exits, increasing signage and public visibility, and creating a clear security zone around the site. This approach helps mall security and law enforcement partners know when an offender or vehicle of interest is on the property, whether the vehicle remains onsite, and when it exits. Attendees will learn how this model supports real-time alerts, coordinated surveillance, evidence preservation, and law enforcement apprehension. Presenters will also discuss the retailer-mall partnership needed to make the system work, including incident documentation, alert-list governance, privacy and legal considerations, chain of video evidence, and practical next steps for effectively leveraging LPRs in partnership with commercial properties. Attendees will discuss the benefits and potential challenges of decentralized access, including governance, auditing, accountability, data ownership, user management, and public trust. Artificial Intelligence is rapidly transforming how public safety agencies, retailers, and private sector security organizations detect threats, assess risk, and coordinate response.
